Site work and paving for a road / highway in Vandergrift, Pennsylvania. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Project using DCED CEAP Grant Funds as follows: Rotomill 3 Depth 5,820 SY; Soft Area Repair 270 SY; MH & LH Adjustment Risers 9 EA; 2 Binder Course 633 TN; 1 Wearing Course 475 TN; ADA Surface Applied Detectable Warning Surfaces 64 SF; and other specified work - all quantities are approximate. Bid must be accompanied by satisfactory bid security executed by the bidder and an acceptable surety authorized to do business in the Commonwealth of Pennsylvania in the amount of 10% of the bid made payable to "Vandergrift Borough." Owner reserves the right to waive informalities, eliminate work items, reject any or all bids, award reduced item quantities and reduced cost up to 25%, limit the cost of work to the amount of funds available or award no contract at all. Proposals must be upon the forms provided. No bidder may withdraw their bid within 90 days after the opening thereof. Contractor is to comply with the provisions of applicable Pennsylvania statutes and regulations including but not limited to: Nondiscrimination/Sexual Harassment; Contractor Integrity and Responsibility; Americans with Disabilities; Right to Know; Labor; Worker Safety; Public Works Employment and other applicable regulations. This project is funded in whole or part by a Community Economic Assistance Program Grant from the Pa. Dept. of Community and Economic Development. Pa. Prevailing Wage Rates and other requirements apply and are included in the bid documents. Contract documents must be obtained from the Borough Engineer, Lucien Bove P.E. at Bove Engineering Company, 8201 Route 819, Greensburg, Pennsylvania 15601 (Telephone: 724-925- 9269) upon payment of $100.00 per each set of plans and specifications plus $20.00 postage & handling if mailed. Scope of Work The work for this contract includes the road surface preparation with the base installation as specified. These streets require the surface to be milled 3 inches depending on the depth of the pavement and brick base or other type of base. Cut keyways around the catch basins, manholes, and valves as needed. The borough may require some of the material to be dumped at a specific point and the contractor is to comply. Note, if the subbase material below the milled surface appears unstable or too soft, mark the areas and upon Engineers approval mill an additional 2 inches, stabilize the subbase, tack the sides and bottom and pave with 2 inches of 19mm binder course and seal all joints. The street and paving widths are marked on the plans. The surface shall be properly cleaned. Use a street sweeper or dust-free power broom on hard surfaces. Tack coat shall be applied over the prepared surface before paving. The surface shall be paved with binder course and wearing course of bituminous concrete. Repair some broken curbs with bituminous concrete material. All streets require the binder course to be overlaid with 1 inch wearing course. All sanitary sewer manholes, lampholes, shut off valves, etc. that need to be raised or lowered will be the responsibility of the contractor. The contractor is to obtain risers from utility companies and shall furnish and install risers and do required work for manholes and lamp holes. With the milling of the existing surface, the present surface grade to be maintained. Mill wide keyways around all catch basins, manholes, lamp holes, etc. to provide the required depth for the paving. Install temporary ramps as needed for safety. Keep the manhole lids slightly ( below the finish surface. All driveways are to be adjusted by the contractor to meet the new level of the road. At paved driveways, cut keyways to obtain a smooth transition. Do not overlay material over the existing pavement or concrete aprons of the driveways. The transition to paved driveways and returns is to be smooth. Do not block surface water flow at driveways. For blacktop driveways cut wide keyways to meet the new pavement of the street. Repair some deteriorated curbs with hot asphalt, if necessary. Contractor shall do all work in order to leave the project ready and finished in all respects and/or complete as a whole. Mill deeper near the curb, and meet walk and steps. Do not ramp to existing steps and walkways unless requested by the property owner.
