Sealed proposals are requested for improvements for a Fire Department Training Facility. Proposals must be submitted in a sealed envelope marked “SEALED BID – FIRE DEPARTMENT TRAINING FACILITY,” with the name and address of the bidder on the outside. A certified check, bank draft, cashier's check, or bid bond for at least ten percent of the bid must be included as a guarantee. A performance bond for the full amount of the bid is required from the successful bidder. All proposals must contain an offer to provide a bond upon acceptance. Bids can be rejected, technicalities waived, the bid opening postponed, or new proposals requested at the discretion of the President and Board of Trustees. Bids must remain valid for sixty days after opening. No work can begin until all required permits are obtained. Contractors must pay at least prevailing wage rates as established by the Department of Labor and comply with all federal, state, and local regulations. The project is funded by a state grant and bidders must fulfill requirements of the Illinois Works Apprenticeship Initiative and provide training opportunities. A completed Business Enterprise Program (BEP) Utilization Plan, listing intended MBE and WBE firms with work type and dollar allocations, must accompany the proposal. The goal is 28% participation: 18% for MBEs and 10% for WBEs, with only certified firms through the State of Illinois' CEI counting toward these goals. Bidder qualifications and experience are part of the evaluation. Prequalification must be submitted before receiving bid documents, and proposals may be withheld from applicants deemed not in the Village's best interest.
