As of April 28, 2026, a shortlist of prospective firms has been released. Although a firm timeline for construction has not been determined, construction is not expected to start prior to the first quarter of 2028. The shortlisted firms are listed below: 1. Clark/Stacy Witbeck, A Joint Venture 2. FD-Herzog L’Enfant T&S JV 3. Kiewit Infrastructure Co. 4. Skanska USA Civil Northeast, Inc *The closed solicitation has been included below for reference: The Virginia Railway Express invites Statements of Qualifications from entities wishing to provide Construction Manager/General Contractor (CMGC) Services for the L’Enfant Station and 4th Track Improvements Project through CMGC Contract(s) that includes a Preconstruction Services Contract, with the potential for a subsequent Construction Contract for construction of the Project. The process is a two-step procurement: first, this Request for Qualifications (RFQ) to establish a shortlist of no more than five qualified Offerors, and second, shortlisting those Offerors to issue a Request for Proposals (RFP). Evaluation and shortlisting will be based on Statements of Qualifications provided by responding firms, according to the criteria set forth in the RFQ. The procurement will proceed with the issuance of an RFP in the second phase, as further described in the RFQ.
