The City of Bend seeks a progressive design-builder to deliver the Market Road Bridge Project through final design and construction. The project, which is partially funded by the Federal Railroad Administration, will eliminate the at-grade BNSF crossing on Market Road. The City has a design and construction budget of approximately $46,000,000 based on a class 4 estimate funded through the Federal Railroad Administration and the City of Bend's 2020 Transportation General Obligation Bond. General Scope The first phase of the project involved Preliminary Engineering ("PE") and National Environmental Policy Act ("NEPA") analysis for the railroad overcrossing. The first phase was funded by the City's current grant from the FRA. The City was also awarded funds for "final design and construction" in the amount of approximately $32,000,000, which can only be obligated after FRA approval of NEPA and PE. The City anticipates signing a grant agreement for these funds during the first half of 2026. Provide design-build services to complete the design and construction of the Project. The general project elements include: 1. Structural bridge over the BNSF railroad 2. 9th Street connection into Market Road 3. Associated roadway/pedestrian improvements 4. Pedestrian underpass north/south connection to 9th Street key route. The Project anticipates a "Categorical Exclusion" from the NEPA review. The PE phase of the project delivered a bridge span within BNSF right-of-way that was conceptually acceptable to BNSF. The span achieved the City's preference to maintain a connection from 9th Street into Market Road. The conceptual design also allows for one future railroad track and two future access roads. This conceptual design may be refined as the project progresses so long as BNSF and FRA are agreeable to any proposed modifications.
