The Town of Washington, Vermont seeks proposals from qualified engineering firms for a comprehensive structural assessment of the modified culvert known as the Wishing Well Bridge (72" x 60'), located under B2 on TH3. The culvert sustained damages during the July 10–11, 2024 rain event, resulting in dislodged sub-base road material and riprap exerting pressure on the culvert at multiple points, with the most visible damage being spalling and displacement at the eastern outlet end, as well as additional interior and joint damages. Scope of Work: - Site Inspection & Documentation: Field assessment of the entire bridge structure, documentation with photos, notes, and structural observations. - Structural Assessment: Evaluation of the bridge's structural integrity and stability, assessment of erosion and stone displacement, and determination of immediate safety risks. - Engineering Recommendations: Assessment of compliance with VTRANS bridge codes and standards, identification of non-compliance areas, and development of repair or replacement recommendations to bring the bridge up to code. - Reporting: Submission of a written engineering report with findings, diagrams or sketches, and presentation of results to the Selectboard or municipal staff. Instructions to Bidders: - Submit a proposal including firm background, relevant bridge assessment experience, qualifications of key personnel, approach to the scope of work, timeline for assessment completion, a detailed cost estimate (including potential costs for full engineering drawings if required), and at least two references from similar projects. - Sealed proposals must be submitted by the specified deadline; electronic and late submissions will not be accepted. - Qualified small, minority, and veteran-owned businesses, women’s business enterprises, and labor surplus area firms are encouraged to bid. - Proposals will be evaluated on experience and qualifications (25%), understanding and approach (20%), timeline and availability (20%), cost effectiveness (20%), and references (15%). - The Town reserves the right to reject any or all proposals and to award the contract in the community’s best interest. - All assessments should conform to VTrans bridge codes and standards, and the engineer is responsible for job site safety and compliance with state contract provisions.
