Site work for a water / sewer project in High Shoals, North Carolina. Completed plans call for site work for a water / sewer project.
The project consists of installing approximately 2,950 linear feet of 12-inch water lines and appurtenances along the entire length of River Street, serving 36 single family homes within the City, and associated items of construction as more clearly defined in the Contract Documents. Separate sealed bids are to be submitted for a single prime contract, with bids to be on a lump sum and unit price basis as indicated in the Bid Form. The bidder must clearly display their current license number on the outside of the sealed envelope. All project-related questions must be submitted in writing. Printed Bidding Documents are available from the Issuing Office for a non-refundable fee, and only full sets may be obtained. Neither the Owner nor Engineer is responsible for Bidding Documents obtained from sources other than the Issuing Office. All federal Community Development Block Grant (CDBG) requirements apply to the contract. Bidders must comply with federal non-discrimination employment laws, Title VI of the Civil Rights Act of 1964, the Davis Bacon Act, Anti-Kickback Act, and Contract Work Hours and Safety Standards Act. The City encourages participation from Small, Minority/Women-Owned, Veteran-Owned, and Historically Underutilized Businesses (HUB) and mandates efforts to offer employment, training, and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. The project is also subject to Build America, Buy America Act (BABA) requirements. All relevant materials used must be produced in the United States unless a waiver is granted. Bidders must not be debarred, suspended, or otherwise ineligible to participate in Federally assisted contracts or programs and must be actively registered with SAM.gov and not listed on the NC Debarred Vendors list. No bidder may withdraw their bid within 60 days after the actual date of opening. The City of High Shoals reserves the right to waive any informalities or reject any or all bids.
