Design Bid Build (DBB) Construction Requirement for Alburg Springs Land Port of Entry (LPOE), Alburg, Vermont The project consists of a Repair and Alteration (R&A) of the existing Land Port of Entry (LPOE) at Alburg Springs, Vermont, with an optional driveway extension. The work will be delivered using the Design-Bid-Build method and is intended to modernize the facility, correct existing deficiencies, and bring the port into compliance with current standards in accordance with the Program of Requirements provided by the General Services Administration (GSA) and U.S. Customs and Border Protection (CBP). The renovated LPOE is required to meet operational and security needs for both agencies while supporting efficient port operations. The scope includes upgrades and alterations to an existing historic facility listed on the National Register of Historic Places, with construction executed in a manner that incorporates and preserves the historic structure. Major elements of work include new gates and guardrails for primary passenger and commercial vehicle lanes, construction of a new officer inspection booth, complete interior reconfiguration with a new floorplan, and new or upgraded mechanical, electrical, plumbing, and security systems. The R&A effort will fully modernize the port to meet current functional, safety, and operational standards. The optional driveway extension is intended to address security challenges associated with local residential traffic entering and exiting properties directly in front of the port. This work will improve traffic flow and enhance security at the LPOE. All construction activities must comply with the GSA PBS Core Building Standards and the CBP 2023 Land Port of Entry Design Standard. The port will be fully closed for the duration of construction. Location: Land Port of Entry, 303 Alburgh Springs Road, Alburgh, VT 05440 The estimate price range for this project is between $5,000,000 and $10,000,000 Contractor desiring an explanation or interpretation of the solicitation, drawings, specifications, etc. must request in writing by 12:00PM EST on June 1, 2026 to allow a reply before the submission of proposal. An amendment with the answers will be posted on or about June 8, 2026, or sooner. Oral explanations or instructions given before the award of the contract will not be binding. Any information given concerning the solicitation will be furnished promptly as an amendment of the solicitation, if that information is necessary in submitting proposals, or if the lack of it would be damaging to any other Offeror. Extend the due date for RFIs from June 1, 2026 to June 22, 2026 by 2:00PM EST. *The value for this project is based on a financial range.
