Sealed proposals are invited for construction work for the Dubuque County Secondary Roads Department. The work is divided into two divisions: Division 1 is HMA Resurfacing on Finleys Landing Rd from Balltown Rd North 3.1 miles in sections 1, 2, & 12 of Jefferson Township T90N R1E and section 35 of Jefferson Township T91N R1E. Division 2 is HMA Paving within Finleys Landing Park in section 35 of Jefferson Township T91N R1E. Bidders must file a certified check, cashier's check, bid bond, or proposal guarantee as outlined in the proposal form. Upon contract award, an additional performance bond (not less than 100% of contract sum) and a certificate of insurance must be filed within 15 days. Proposals must be submitted on official county forms, sealed, and plainly marked. Local business preference may be considered if costs and considerations are equal. Preference is also given to Iowa-grown products and resident bidders where applicable. Dubuque County requires compliance with Commercial Driver's License Regulations and procedures for substance abuse prevention. Sales tax exemption certificates will be provided to successful bidders to purchase qualifying project materials tax-free. Payment for the work may be made after July 1, 2026. Winter work is not allowed. All work must be performed in accordance with the plans and specifications at the unit prices stipulated. The contract is not enforceable until a written contract is executed by all parties.
