The project consists of furnishing all labor, equipment, and materials for the construction of improvements generally described as repairing deteriorated storm sewer infrastructure, impaired streambanks, and protecting infrastructure at five locations in the City. The repairs to the storm sewer infrastructure include removing and replacing or resetting new pipe and apron sections, brick manhole lining, replacement of a manhole structure, installation of a fillet in an existing manhole, repair to a tile connection at a culvert, crack repairs at a culvert, and repairing undermining at an outlet flume. Streambank and infrastructure protection work includes revetment stone placement, including excavation, to reinforce and inhibit further erosion of streambank areas adjacent to City infrastructure. Associated site work improvements include erosion controls, clearing and grubbing, surface restoration, seeding, sodding, and related work. Bidders must submit bids electronically using the forms furnished by the City. Each proposal must have an electronically attached scanned copy of a bid bond or a cashier's/certified check from an Iowa or U.S. chartered bank in an amount equal to ten percent (10%) of the bid total. The apparent low bidder must submit a physical copy of the bid security within 48 hours of the bid deadline. The successful bidder must provide a performance and payment bond for 100% of the contract price, and a four-year maintenance guarantee is also required. Preference is given to Iowa products, provisions, coal, and domestic labor as per statutory authority. Resident bidders may have preference over nonresident bidders, depending on the laws of the nonresident bidder's state or country. Failure to submit a completed Bidder Status Form may result in bid rejection. All work must comply with the Plans and Specifications prepared by WHKS & Co. Work must begin within ten days of the notice to proceed and be completed by the specified date, subject to liquidated damages for delays. Monthly payments of up to ninety-seven percent (97%) of the contract value of work completed may be made, subject to the Engineer's approval, and final payment will be as per statutory and contract requirements. The City reserves the right to reject any or all bids and to waive technicalities or irregularities.
