Sealed proposals are requested for the construction of Wastewater Treatment Facility Improvements in Caddo Parish, Louisiana for the Town of Vivian. Each bid must be accompanied by a cashier's check, certified check, or an acceptable Bidder's Bond payable to the Owner in an amount not less than five percent (5%) of the largest possible total for the bid submitted, including alternates. Sureties for bonds must be acceptable per Department of Treasury Circular No. 570 or be a Louisiana domiciled insurance company with at least an A rating per the A. M. Best's Key Rating Guide. Bidders must observe all employment conditions, minimum wage rates, Section 3, Segregated Facility, Section 109, E.O. 11246, and all applicable federal and state laws and regulations, as well as bonding and insurance requirements. Minority Business Enterprises will be afforded equal opportunity, and there will be no discrimination in consideration for an award. Contractors must be licensed under Classification IV - Municipal and Public Works Construction and must have an active Unique Entity ID (SAM) as verified on www.sam.gov prior to the beginning of construction. The contractor shall begin mobilization and procurement of materials within ten days of receiving the Notice to Proceed. The Owner reserves the right to waive any informality or irregularity in any bid, and to reject any and all bids received per State Public Bid Law as outlined in Title 38 of the Louisiana Revised Statutes. Bids may be held for forty-five days.
