End of Amendment 5 ------------------------------------------------------------------------------------------------------------------------ Amendment 4 The purpose of Amendment 4 is to extend the solicitation to 13 April 2026 by 1:00 PM PDT and attach a revised Statement of Work (SOW_Door Access Bldgs. 70 74 and 75 (Vindicator) 04.07.2026). This extension fosters competition and provide vendors additional time to review the requirement, submit Requests for Information (RFI), receive answers to RFIs, and submit a responsible quote. Please have all RFIs sent to the points of contact attached to this solicitation no later than 08 April 2026 by 1:00 PM PDT. Answers will be submitted in the form of an amendment once received. End of Amendment 4 ------------------------------------------------------------------------------------------------------------------------ Amendment 3 The purpose of Amendment 3 is to extend the solicitation to 09 April 2026 by 1:00 PM PDT, attach a revised Statement of Work (SOW_Door Access Bldgs. 70 74 and 75 (Vindicator) 03.30.2026), and attach a PowerPoint detailing existing conduit between all three buildings (PDS Conduit Layout). A second site visit has been scheduled for 02 April 2026 at 10:00 AM PDT. We will meet at the location on the attached map (5. Map to Bldg. 70). If you need an escort, please let me know through email no later than 01 April 2026 by 1:00 PM PDT. For those needing an escort, we will meet at the Craycroft Visitor's Center on 02 April 2026 at 09:25 AM. If you are attending and have a measuring wheel, please bring it so distance between each location can be measured. End of Amendment 3 Amendment 2 The purpose of Amendment 2 is to extend the solicitation to 06 April 2026 by 1:00 PM PDT to foster competition and provide vendors additional time to review the requirement as the Government obtains clarifying information from the requiring activity. There will be another Amendment early next week to provide vendors with a revised Statement of Work (unredacted) and a date and time for a second site visit. Amendment 1 extends the solicitation due date to 30 March 2026 at 1:00 PM PDT to allow time for evaluating and preparing questions and answers following the site visit and to support a more competitive environment. The requirement is for the purchase, installation, programming, and testing of Honeywell-Vindicator Integrated Access Control components, enabling electronic card access as a subsystem within the Vindicator Intrusion Detection System for the 12th Air Force. The effort includes adherence to the attached Solicitation and Statement of Work, and is issued as a Total Women Owned Small Business Set-Aside. A site visit is scheduled for 17 March 2026 at 11:30 AM, with base access coordination required by 16 March 2026 at 2:00 PM. All questions are due by 18 March 2026 at 5:00 PM, and quotes must be submitted by 23 March 2026 at noon. Attachments include the Statement of Work, Justification and Approval, applicable Wage Determination, provisions and clauses document, and a map to Building 70. The contractor shall provide all labor, transportation, materials and equipment to install, program and test Honeywell-Vindicator Integrated Access Control System (ACS) components allowing electronic card access as a subsystem to the Vindicator Intrusion Detection System (IDS). The expected outcome is to replicate current IDS/ACS communication pathway over base Non-Classified Internet Protocol Router Network (NIPRNet) for this project. Utilize available fiber strands to connect all systems to building 70 and to 355 SFS head unit in Building 5137. Components will be installed and configured in Building 74, Room 111c; Bldg. 75, Rooms 111 and 126; Bldg. 70, Room 109; and connect/integrate to existing IDS/ACS Badge Manager and Enrollment System(s) control units in Building 70, Room 104 and Bldg. 75, Room 139 on DavisMonthan AFB. Building 70 shall be able to read IDS/ACS data from both Building 74 and 75. Building 75 shall be able to program proximity badge for access to Building 74. Work shall be scheduled through AFSOUTH A2S's Special Security Office (SSO), Mr. James Parks at 520-228-0721.
