The requirement is for construction services to perform electrical feeder upgrades at Black Rock Lake Dam in Thomaston, Connecticut. The work includes replacing the existing overhead dam feeder, which runs beneath a high-voltage line, with a buried conduit duct bank from the project office to a designated manhole. The existing gate tower feeder, currently in a buried duct bank that runs up the dam face and in exposed conduit beneath the gate tower bridge, will be removed and replaced. The fused disconnect at the existing overhead line end will be removed, and the existing manual transfer switches in both the gate tower and project office will be removed. The existing 480V Panel-A, transformer, and 120/208 Panel-B in the gate tower will be removed and replaced, while retaining the existing service entrance circuit breaker and enclosure. A new propane generator will be installed in the project office parking lot, along with a new propane tank and underground propane line sized to provide five days of runtime to support both the project office and gate tower during utility loss. A new automatic transfer switch will be installed to supply existing panel MDP-1 from either the utility feeder or the new generator. The work supports electrical and operational upgrades at a federally maintained flood control dam.
