Notice of Award: Anticipated in April 2026. The Work required for this Project involves the construction of improvements to the existing water mains and locations within the MTA service area 1. Raymond Street, Florence Street to Duke Street: Install approximately 2,415 linear feet of 8-inch DIP water main to replace the existing 6-inch water main pipe. 2. Earl Street, dead end to Elizabeth Avenue: Install approximately 1,500 linear feet of 8-inch DIP water main to replace the existing 6-inch water main pipe. 3. Gray Street, dead end to Elizabeth: Install approximately 1,500 linear feet of new 8-inch water main to replace the existing 6-inch and 4-inch water main pipe. 4. County Street, Raymond Street to Gray Street: Install approximately 630 linear feet of new 8-inch water main to replace the existing 4-inch water main pipe. 5. King Street, Gray Street to Chestnut: Install approximately 380 linear feet of new 8-inch water main. 6. Elizabeth Avenue (S.R. 2016 - State Highway), roughly between Raymond Street to Gray Street (see drawings for exact locations). Install approximately 720 linear feet of new 8-inch water main to replace the 6-inch water main pipe and tie into the existing mains. 7. Chestnut Street: Two new fire hydrants, including lateral, valve, and valve box shall be installed near the intersections with County Street and Elizabeth Avenue. 8. All new water mains to be 8-inch ductile iron pipe and shall include the valves, tees, hydrants, and other connections as shown per the plans. 9. Provide new water service lines to all existing homes and businesses on the street that are currently connected from the water main, up to and including the curb stop. Provide report of any lead or galvanized service lines to ENGINEER and OWNER. 10. Existing mains to be abandoned in place. 11. Include temporary and final paving, sidewalk restoration where needed, site restoration, and waste removal and disposal. 12. Mill and overlay for each road from curb to curb is required. B. Type of Contract: 1. Project will be constructed under one (1) contract. The contract for this Project is the following a. General - Contract No. 1 Question Deadline 03/26/2026 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Questions received less than seven days prior to the date for opening of Bids may not be answered. The work includes supplying all labor, equipment, and materials for replacing water mains and services in various locations within the MTA service area. This involves installing approximately 2,415 linear feet of 8-inch water main on Raymond Road, 1,500 linear feet of 8-inch water main on Earl Street, 1,500 linear feet of 8-inch water main on Gray Street, 630 linear feet of 8-inch water main on County Street, and 380 linear feet of 8-inch water main on King Street. The existing 6-inch water main on Raymond Street, Earl Street, and Gray Street, as well as the existing 4-inch water main on Gray Street and County Street, will be abandoned in place. Approximately 720 linear feet of new 8-inch water main along Elizabeth Avenue (S.R. 2016) will be installed to tie into the existing water main, and two new fire hydrants will be installed on Chestnut Street near Elizabeth Avenue and County Street. Mill and overlay of all streets is required. Each proposal must be accompanied by a Bid Security in an amount not less than ten percent of the extended Bid Amount as a guarantee that a contract will be entered into if accepted. Contractors must pay prevailing minimum wage rates and comply with the Public Works Employment Verification Act, Act 127 of 2012. The authority reserves the right to reject any or all bids, waive any informality, and accept the bid in the best interest of the authority.
