The scope of work is to provide Independent Third-Party Engineering Advisory Review Services for the Water Treatment Plant No. 1 (WTP1) Rebuild Project, which involves rebuilding the existing water treatment plant into a modern facility with an ultimate treatment capacity of about 21 million gallons per day. The selected firm will offer independent advisory review and technical consultation to the District, including reviewing engineering design documents, permitting approaches, regulatory coordination, and identifying technical and project risks. The selected firm will serve only in an advisory role and will not act as Engineer of Record or be responsible for design or permitting deliverables. Instructions to bidders state that qualified professional engineering firms with expertise in water treatment facilities are invited to submit Statements of Qualifications. Submissions must be clearly marked and can be sent physically or electronically by the specified deadline. The District reserves the right to reject any or all submissions, waive informalities or irregularities, and modify or cancel the solicitation if it is in the best interest of the District. Participation from women-owned and minority-owned businesses is encouraged.
