Sealed Bids are requested for furnishing services for the Old Coconino County Jail Brownfield Remediation Project as an Abatement Contractor. Awards will be made based on price, conformity to specifications, and other factors such as quality, uniformity of product, and the bidder's past performance. The lowest bid is not guaranteed award, and all bids may be rejected if deemed in the public interest. Suppliers must attach a copy of the 10% bid bond with their response. The awarded vendor must submit a 100% Payment and Performance bond within seven days after the award. Attendance at the pre-bid conference is mandatory to be eligible to submit a bid. Below is a general description of the project scope of work. The full scope or work shall be per Appendix A: Project Special Provisions, and, Appendix E: Quality Assurance Project Plan; and in accordance with the Contract provisions, City of Flagstaff permit requirements, EPA grant requirements, and all other applicable regulations, ADEQ, OSHA, etc. General Scope of Work: o Remediation of asbestos: Asbestos shall be remediated in the entire facility o Remediation of lead-based paint: Lead-based paint shall be remediated in the historic portion and select jail cell bars/doors in the non-historic portion that the County will salvage for future re-use o Remediation of mold: During asbestos abatement activities and lead removal activities, a visual assessment for current microbial growth will be performed. Microbial growth will be cleaned by removal as necessary to ensure safe reuse of the historic portion of the Old Jail. A $10,000 allowance shall be included to remediate mold. o Coordination: A separate Contract will be awarded for an Oversight Contractor. The awarded Abatement Contractor will need to coordinate with the Oversight Contractor to complete the entire scope of work in compliance with the contract provisions and applicable regulations. o Management of all site operations, logistics and safety and traffic control. Permitting: o Demolition Permit: The project will be permitted through the City of Flagstaff. Coconino County has submitted and received a Selective Demolition Permit, included in Appendix D City of Flagstaff Permit BP-2600265. The awarded Contractor will need to sign the Permit, coordinate all required inspections and maintain and submit to City and County all documents and reporting required under the permit. o Encroachment Permit: The awarded Abatement Contractor will be need to apply and pay for an Encroachment Permit for the Contractor's use of City ROW. The Bid should include all costs and work associated with obtaining the Encroachment Permit.
