The work consists of mobilization and demobilization of construction equipment; public posting and notification; traffic regulation and construction area signs; changeable message signs; clearing, grubbing, and environmental protection; remove and replace signs and posts; HMA base repairs; over-excavation (if required), remove striping and markers, crack sealing; polymer modified type II slurry seal; sweeping; and installation of traffic delineator curb, traffic video detection equipment, striping, markings, and markers, located at various streets within the Winston Manor and Serra Highlands Neighborhood in northeastern South San Francisco, CA. The Contractor shall be responsible to furnish all labor, material, tools, equipment, incidentals and services necessary to complete all the work as specified and in accordance with the plans and specifications for the 2026 Street Surface Seal project. At the time of contract award, the successful Bidder must be legally entitled to perform contracts requiring a Class A Contractor's license. Any Bidder or contractor not so licensed shall be subject to all penalties imposed by law including, but not limited to, any appropriate disciplinary action by the Contractors' State License Board. The improvements are located along sections of in central South San Francisco and generally includes the Winston Manor and Serra Highlands neighborhoods, bounded by Junipero Serra Boulevard, El Camino Real, Hickey Boulevard, and the surrounding local residential streets. Bidders may submit pre-bid inquiries or clarification requests not less than fourteen calendar days prior to the scheduled closing date for the receipt of bid proposals. The City will not respond to any bidder inquiries or clarification requests unless such inquiries or clarification requests are submitted timely via the City's eProcure Portal. Bids will be publicly opened, examined, and declared, and thereafter referred to the City Council for award to the lowest responsive and responsible bidder, based on the Total Base Bid Price. The City reserves the right to reject any or all bids and, to the extent permitted by law, waive any informality or minor irregularity in any bid. Cash, cashier's check or certified check, payable to the order of the City of South San Francisco, of not less than ten percent of the bid or a bond in said amount, payable to the City and signed by the bidder as well as a corporate surety, shall accompany the bid. The amount so posted shall be forfeited if the bidder does not enter into a contract within ten calendar days after Notice of Award. No Bidder may withdraw their bid for a period of ninety calendar days from the date of opening of the bids. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in San Mateo County have been determined by the Director of the California Department of Industrial Relations. The Contractor shall possess a Class A General Engineering Contractor license. Listed subcontractors shall also possess the required contractor's license for each specialty work specified and/or possess a Class A license. The Contractor shall be properly licensed and in good standing at the time the contract is awarded. Contractors and their subcontractors must also be registered and qualified to perform public work pursuant to section 1725.5 of the Labor Code. The engineer's estimate for the Base Bid in this work is $3.23M and the engineer's estimate for the Alternate Bid is $233K. Detailed scope of work is included in the bid documents.
