Site work and new construction of a residential development in Duluth, Minnesota. Completed plans call for the construction of a residential development; and for site work for a residential development.

This project seeks to build twelve modest single-family homes on a single site in Morgan Park, with funding assistance from MN Housing Finance Agency. The development will consist of six two-bedroom, one-bathroom homes and six three-bedroom, two-bathroom homes, each with a footprint of approximately 1,100 square feet. Homes will be constructed on basements and each served by their own driveway. Full engineering plans for construction of the alley, stormwater basin, landscaping, and utility connections will be provided. The awarded contractor will provide their own house plans, based on a provided concept schematic. Bidders are required to submit the Form of Bid, completed and signed Non-Collusive Affidavit, Responsible Contractor & Certification of Compliance form, Section 3 Business Concern Affidavit, Efforts to Comply with Section 3 Hiring & Contracting Goals Certification, Profile of Firm Form, HUD 5369-A (Representations, Certifications and Other Statement of Bidders), Bid Bond, and any signed Addendum(s) issued. The HRA reserves the right to reject any or all bids, accept or reject any bid item(s), and to waive any informalities. It is the responsibility of bidders to inquire about any addenda issued. Contractors are encouraged to examine the site independently. The successful contractor must comply with all applicable codes and regulations, secure and pay for all necessary permits, fees, and licenses, and meet HRA insurance requirements including naming the HRA as an additional insured on liability insurance policies. Proof of insurance and payment/performance bonds are required prior to the Conditional Notice to Proceed. The contractor will be given instructions to commence design and permitting upon notice, with construction to begin following the closing of HRA's financing.
