As of May 1, 2026 project was awarded to Hovland Inc, awarded amount is $4,302,903.22. Scope of work includes 4.12 miles of street resurfacing involving a mix of mill and overlay and full-depth reclamation work. Additionally, select improvements will be made to curb and gutter, sidewalk, pedestrian ramps, driveways, and storm sewer infrastructure. Work is to occur in multiple areas with the main focus in the Lincoln Park neighborhood in Duluth, Minnesota. Requirements may include ADA construction certification, prevailing wage compliance, and participation in a project labor agreement. Instructions to bidders indicate that all bids must be submitted electronically and must be firm for at least 60 days. E-mail bids will not be accepted. The City of Duluth reserves the right to reject any or all bids, split the award, or waive informalities, irregularities, or minor deviations from specifications if deemed in the city's best interest. Price may not be the only consideration for awarding the bid. Compliance with prevailing wage laws is mandatory, and failure to do so may result in civil or criminal penalties.
