**As of May 14, 2026, this project has not yet been awarded. The project is expected to be awarded in the newxt two weeks.** 2026 Lead Water Service Replacement-Endion 1 Neighborhood. The project scope includes replacing 110 lead or galvanized iron water service lines with new HDPE or copper service lines in the Endion Neighborhood of Duluth, Minnesota. Water service replacements may be from the main to the curb stop, from the curb stop to the building, or both. The project includes 4 small-diameter HDPE water main extensions to replace shared lead water service lines. Work will take place in the right of way as well as on private property and within private buildings. Restoration of all public and private property is required, including but not limited to concrete and bituminous surfaces, vegetation and landscaping. The project is located in Endion, Duluth, MN. All contractors and subcontractors must pay all laborers and mechanics the established prevailing wages for work performed under the contract, in accordance with Minnesota Statutes 177.41 to 177.44 and Minnesota Rules 5200.1000 to 5200.1120. Electronic bids will be received until the specified deadline. E-mail bids will not be accepted. Bids will be publicly opened immediately following the bid deadline. The City of Duluth reserves the right to reject any or all bids, split the award, or waive informalities, irregularities, or minor deviations from the specifications if deemed in the best interests of the City. Price may not be the only consideration for bid award. Bids must be firm for a minimum of 60 days. By submitting a bid, bidders acknowledge that all documents are being signed electronically and agree to conduct the transaction through electronic means.
