As of April 21, 2026 project was awarded to Hovland Inc, awarded amount is $371,774.52. This project involves municipal infrastructure restoration covering bituminous, brick, concrete, and pavement restoration and/or replacement at 45 sites citywide due to prior utility repairs. The work includes installation of new sidewalk and replacement of existing sidewalk along various city streets, required due to tree removals and sidewalk improvements for individual owners within city right-of-way at various locations. Additional work includes removal and installation of fencing at Arrowhead Road and Columbus Avenue, rail crossing restoration at Fremont Street, and adjustment of existing electrical hand holes and utility castings. Electronic bids are preferred, with paper bids permitted only by contacting the purchasing office. Email bids are not accepted. The City of Duluth reserves the right to reject any or all bids, split the award, or waive informalities, irregularities, or minor deviations from the specifications as deemed to be in the city's best interests. Price may not be the only consideration for bid award. Bids must remain firm for a minimum of 60 days. The project is subject to prevailing wage requirements as established by the Minnesota Department of Labor and Industry. This work consists repairing and resetting 2 pilaster caps on Bridge 3 of Seven Bridges Road. The bridges over Amity Creek are numbered from the bottom of the hill. The record drawing for Bridge 69671 has been included in the plan, and includes details of how the stainless steel dowels and the pilaster caps shall be set on all of the pilasters and railings.
