Renovation of a multi-residential development in Fort Scott, Kansas. Completed plans call for the renovation of a multi-residential development.

The Owner is seeking sealed bids for renovation of bathrooms, the kitchen, new flooring, lighting, painting casework, power improvements at Building M, and other items as indicated on the plans and specifications. The work is being bid for the Fort Scott Housing Authority. The contract will be awarded to the lowest qualified bidder as indicated in these contract documents. The work includes renovation of the kitchen and bathrooms, updated interior finishes, electrical upgrades and new lighting at this single story building, and other items indicated on the plans and specifications. Bids are to include all necessary labor, materials, and equipment. All bidders should verify that they have inspected the existing site conditions prior to submitting their bid; any bidder who has not visited the site may have their bid rejected. For all construction and equipment contracts over $25,000, the bidder must submit with the bid a negotiable bid guarantee not less than five percent (5%) of the amount of the bid. The bid guarantee must be a certified check, bank draft, U.S. Government Bond at par value, or a bid bond secured by a surety company. The competency and responsibility of bidders will be considered, and the Owner reserves the right to reject any and all bids and waive irregularity in bidding. The contract will be awarded to the lowest responsive and responsible bid if reasonable and in the interest of the Fort Scott Housing Authority to accept it. Attention is called to the provisions of equal opportunity and payment of not less than the minimum salaries and wages as set forth in the specifications. This contract is subject to the conditions of Executive Order 11246 and the provisions of Title VI of the Civil Rights Act of 1964. No bid shall be withdrawn for a period of forty-five (45) days subsequent to the opening of bids without the consent of the Fort Scott Housing Authority. Instructions to Bidders are contained in HUD-5369 "Instructions to Bidders for Contracts - Public and Indian Housing Programs." Satisfactory proof of authorization to sign on behalf of the company is required. The scope also requires compliance with the Build America, Buy America (BABA) Act and all applicable rules and notices, and the contractor shall include Manufacturer's Certification for BABA requirements for all BABA-covered items to be incorporated into the project. The contractor must comply with BABA requirements, including coordination with manufacturers, distributors, and suppliers to correct deficiencies in any BABA documentation. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
