Furnish all labor, materials, and equipment, and perform all work necessary to reconstruct PAPIs on Runway 3-21 at Sikeston Memorial Municipal Airport. Question Deadline 04/08/2026 A bidder that has doubt as to the true meaning of a project requirement may submit to the Owner Engineer a written request for interpretation no later than seven (7) days prior to bid opening. Each proposal must be accompanied by a bid guaranty in the amount of five percent of the total bid, either by certified check or bid bond payable to the City of Sikeston. Bids may be held by the City for up to 120 days for evaluation. The City reserves the right to reject any or all bids. The contractor must comply with the wage and labor requirements of the Davis-Bacon Act and Missouri Prevailing Wage Law, and pay minimum wages as determined by the higher of the federal or state schedule. Disadvantaged business enterprises will be afforded the opportunity to submit bids and will not be discriminated against based on race, color, or national origin. The project requires compliance with 49 CFR Part 26 regarding DBE participation, with a contract goal of zero percent but requiring good faith efforts to meet the goal. Award is subject to federal provisions including Executive Order 11246 (affirmative action), DOL Regulation 29 CFR Part 5 (Davis Bacon Act), DOT Regulation 49 CFR Parts 29 and 30 (debarment, drug-free workplace, foreign trade restriction), and Buy American Preferences.
