As of May 06, 2026 project was awarded to Insituform Technologies, awarded amount is $2,234,574.38 The City of West Palm Beach is accepting bids from qualified and responsible contractors to furnish and assume full responsibility for the complete and proper rehabilitation of existing sanitary sewer infrastructure via cured-in-place-pipe lining and various point repairs of existing sanitary sewer mains, manholes, and laterals as shown in the construction drawings and described in the technical specifications for the project. The successful contractor must comply with the requirements of the State of Florida, Department of Environmental Protection, Grant Agreement (#22FRP74 and #24SRP09). Final Questions Due April 1, 2026 Questions or requests for information regarding this solicitation, should be addressed only to: City of West Palm Beach Procurement Division - 5th Floor 401 Clematis Street - City Hall West Palm Beach, FL 33401 Sharon Sepulveda, Procurement Supervisor Email: procurement@wpb.org Direct: 561.494.1056 Main: 561.822.2100 TTY: 800.955.8771 The City is accepting bids from experienced, qualified and responsible Contractors to furnish and assume full responsibility for all labor (including costs for overtime, nights, weekends, holiday and multiple phasing work), materials, equipment, machinery, tools, transportation, delivery, disposal of waste and surplus material, appliances, fuel, power, light, telephone, water, sanitary facilities, temporary facilities and all other appurtenances and incidentals necessary for the furnishing, performance, testing, start-up and successful completion of the Work as shown on the Construction Drawings set forth in Exhibit A and associated Technical Specifications set forth on Exhibit B, including the costs for all supervision, servicing, taxes, bonds and insurance, permitting fees, traffic control, security, miscellaneous costs, warranties, general conditions, overhead and profit for the complete and proper rehabilitation of existing sanitary sewer infrastructure via cured-in-place-pipe (CIPP) lining and various point repairs of existing sanitary sewer mains, manholes, and laterals Except as specifically noted, the Contractor shall provide and pay for: 1. Mobilization and demobilization 2. Labor, materials, and equipment 3. Tools, construction equipment, and fuel 4. Electric, water, and utilities required for construction 5. Temporary utilities, provisions, and controls 6. Temporary shoring 7. Coordination with utility companies 8. Freight and sales tax 9. Testing and laboratory services 10. Maintenance of traffic (MOT) 11. Surveying and field engineering 12. Record drawing information and asset inventory matrix preparation in a format acceptable to the Engineer/Owner 13. Locating and protecting existing utilities 14. Coordination with property owners and public outreach 15. Permits required to be obtained by the Contractor 16. Compliance with all of the conditions of the permits issued and required for the project, including notifications and best management practices 17. All bypass planning and operations as required to perform the proposed improvements 18. Testing as required by the plans, specifications, and permits 19. Construction dewatering (as required) 20. Other facilities and services necessary for proper execution and completion of the work Work Element #1: Rehabilitation of existing sanitary sewer infrastructure, including the installation of approximately 7,520 linear feet of cured-in-place pipe (CIPP) lining in eight (8) inch vitrified clay pipe (VCP) sanitary sewer, approximately 820 linear feet of CIPP lining in twelve (12) inch sanitary sewer, and rehabilitation of approximately 28 sanitary manholes. The Work also includes approximately four (4) point repairs of existing sanitary sewer mains, pre and post-construction CCTV inspection, flow bypass pumping, localized pipe removal and replacement where required, and all incidental work necessary to provide a complete and functional system. Work Element #2: Rehabilitation of approximately one hundred ninety (190) existing sanitary sewer service laterals by cured-in-place pipe (CIPP) lining methods. The Work includes all associated activities required for lateral rehabilitation, including coordination with mainline lining operations as necessary, pre and post-construction CCTV inspection, flow control, reinstatement of connections, and all incidental work required to provide a complete and functional system
