The City of Lancaster, PA is seeking competitive bids for the installation of a 42-inch finished water transmission main from the Susquehanna Water Treatment Plant to the Oyster Point Reservoir, covering approximately 12,400 linear feet of large diameter piping. The work under this contract includes installation of approximately 12,400 linear feet of 42-inch ductile iron cement lined transmission main, installation of six blow off fire hydrants, four 42-inch air-release valves, seven 42-inch valves, one stream crossing, and 1,525 linear feet of 8-inch DICL main. The scope includes installing, testing, disinfecting, and securing the proposed lines and fittings, and restoring the area to pre-construction conditions. All pipes, valves, and appurtenances will be provided by the City. The contract work must comply with all laws related to non-discrimination, payment of certain minimum salaries and wages, the Steel Products Procurement Act, and other relevant federal and state requirements. Federal funding and requirements for "Build America, Buy America" apply, mandating that all iron, steel, manufactured products, and construction materials used must be produced in the United States. The City will select the lowest responsible bidder based on the quality of services provided, responsiveness, past performance, compatibility with other City services, and the ability to handle the scope of work. Bids may be rejected for unsatisfactory qualifications or if determined to be in the City's best interest. The City reserves the right to waive technical defects or informalities in the bids. Question Deadline 04/10/2026 at 4:00 PM PT Online Portal The work shall be substantially completed by March 31, 2027, and fully completed within 40 days following substantial completion. The successful bidder shall be required to comply with all applicable laws protecting individuals from discrimination. The Project and contract are subject to certain requirements, including making payment of certain minimum salaries and wages, compliance with the Steel Products Procurement Act and other applicable requirements of federal and state law as specifically set forth the Instructions to Bidders. The Project will be funded in whole or in part by a grant from the Commonwealth Financing Authority under the administration of the Commonwealth of Pennsylvania. Additionally, the Project will be funded in whole or part with federal monies obtained by PENNVEST from the U.S. Environmental Protection Agency, awarded by PENNVEST to the City though the Drinking Water State Revolving Loan Fund carrying a Catalog of Federal Domestic Assistance (CFDA) number of 66.468. Any contractors providing goods and services under the contract are being funded with federal monies and have statutory requirements commonly known as "Build America, Buy America;" that requires all of the iron and steel, manufactured products, and construction materials used in the project to be produced in the United States including iron and steel, manufactured products, and construction materials provided by the contractor. The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder's processes with other City services, and the bidder's ability to handle the volume of work proposed. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources as specifically set forth in the Instructions to Bidders. The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications. The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
