All bidders may register for free access to the project and obtain bidding documents either through an online planroom or in person at designated locations, upon depositing a specified sum or by providing a plan deposit card. A shipping fee applies if documents are mailed. The deposit is refundable if documents are returned complete, undamaged, unmarked, and reusable within 14 days of bid submission; failure to do so results in forfeiture of the deposit. Bid security of 5% of the total bid amount is required in the form of a certified check, credit union share draft, or surety bond. Performance and payment bonds equal to 100% of the contract sum will be required from the successful bidder. Offers must be submitted on the provided Bid Form and remain irrevocable for 30 days after submission. The Owner may award the contract to any responsible bidder(s) based on price and the best interest of the Owner, with the right to reject any or all bids or to waive informalities. Preference will be given to products and provisions grown and coal produced within the State of Iowa. Follow all other bidding requirements described in the Instructions to Bidders.
