Separate sealed bids are invited for the construction of the Village of Brookfield's 2027 Lead Water Service Replacements Phase I. Contracts awarded under this invitation are expected to be funded in part by a loan from the Illinois Environmental Protection Agency. The procurement is subject to regulations including the Procedures for Issuing Loans from the Public Water Supply Loan Program, the Davis-Bacon Act, the Employment of Illinois Workers on Public Works Act, Illinois Works Jobs Program Act, and federal Build America, Buy America Act requirements. Bidders must comply with disadvantaged business enterprises policy requiring specified affirmative efforts before the bid opening, as well as the President's Executive Order No. 11246 and related regulations. Bidding documents may be examined at Edwin Hancock Engineering Co., and can be requested for a non-refundable fee. Only bidders approved by the Village and who have obtained bidding documents from Edwin Hancock Engineering Company may submit proposals, and proposals must be submitted on the forms provided.
