The scope of work includes providing grass cutting services to vacant lots and lots occupied by vacant structures throughout the City of Altoona on an as-needed basis. Services required are: cutting all grass, weeds, and overgrowth on lots; cutting from the sidewalk to the curb line; removal of all cut material; blowing off hard surfaces following cutting and removal; and use of tools such as lawnmower, weed trimmer, blower, hedge trimmer, and rake. Availability by telephone during normal City Hall office hours is required, with a 24-hour response time for all requests. Instructions to bidders include submitting a written proposal with documentation of qualifications, a cover letter, description of proposed services, hourly fee schedule or rate proposal, references, a City of Altoona Business Privilege License, and proof of insurance. Three hard copies and one electronically emailed copy of the proposal, with all supporting documentation, must be submitted by the stated deadline. Any costs associated with proposal preparation are the responsibility of the respondent and will not be reimbursed.
