This project is for services to perform a Multi-Sensor Inspection System (MSI) for approximately 9,000 linear feet of 102-inch storm pipe and the cleaning of 3 manhole/access points located under 11 Mile Road in St Clair Shores, Macomb County. The project includes utilizing various technologies to collect data for 9,000 linear feet and inspect the pipe condition and sediment levels. During CCTV inspection, a PACP certified operator shall be used to operate the inspection equipment and code the inspection. Under no circumstances shall non-certified personnel operate equipment or code observations. Only proposals meeting the mandatory minimum requirements will be considered for evaluation. Instructions to bidders: - Read all RFP materials prior to preparing a proposal, particularly the Proposal Instructions and Vendor Questions Worksheet. - References and links to websites or external sources may not be used in lieu of providing the required information within the proposal. - Include the bidder's company name in the header of all documents submitted. - All documents and information submitted as part of a proposal will become public record immediately upon receipt. - Submit the proposal, all attachments, and any modifications or withdrawals electronically through the designated state system. The price proposal should be saved separately from all other proposal documents. Submit all documents in a modifiable (native) format such as Microsoft Word, Excel, Google Docs, or Sheets. PDFs may also be submitted. File size is limited to 30 MB per document. - The proposal and attachments must be fully uploaded and submitted prior to the proposal deadline. The system will not allow late submissions, even if a portion has been uploaded. - Questions about the RFP must be emailed to the Solicitation Manager by the specified deadline. Only written questions are accepted; answers will be posted on the State's website. - Only contact the Solicitation Manager regarding this RFP. Contact with anyone else regarding this RFP may result in disqualification. - The State may modify the RFP at any time, with modifications posted on the specified website.
