The Medina County Sanitary Engineers are requesting Statements of Qualifications from qualified engineering firms to provide professional engineering services for the evaluation, design, and implementation of an Ultraviolet (UV) disinfection system, upgrades to the in-plant water pump building, and effluent flow monitoring channel at the Hinckley Wastewater Treatment Plant. The selected engineering firm shall prepare engineering design documents for a UV disinfection system capable of meeting NPDES effluent discharge limitations for E. coli, as well as upgrades to the in-plant water pump building and effluent flow monitoring channel. Design services must include preparation of documents at 30%, 60%, 90%, and final design stages, coordination during design review phases, development of a project scope of work, deliverables, and a project schedule. The firm shall prepare and obtain all regulatory approvals for construction, including Ohio EPA Permit to Install and any other necessary permits. Complete contract documents and technical specifications suitable for public bidding are required, using MCSE front-end documents. The firm shall assist in securing a design and construction loan through the Ohio EPA, assist during the bidding phase by responding to contractor questions, preparing bid addenda, and assisting with bid review and recommendations. Construction phase services include construction administration, project coordination and scheduling, attendance at meetings, review and assistance with change orders, review of contractor pay applications, periodic construction inspection, and quality control oversight. Statements of Qualifications must be submitted electronically. They will be evaluated based on firm experience with UV disinfection, in-plant water pumping, and effluent flow monitoring; relevant project experience; technical approach and project understanding; project team qualifications; project management and schedule; regulatory familiarity; and quality of submittal. Submittals should address all required criteria clearly, concisely, and completely.
