The work consists of the rehabilitation of the GA Taxiways, including milling, crack seal, crack repair, asphalt overlay, and pavement markings. Bids must be submitted on prescribed forms furnished by the Westmoreland County Airport Authority and in accordance with the General Provisions, Proposal Requirements and Conditions Section 20. Each bidder must provide a bid guarantee equal to at least ten percent of the bid amount, which may be a bid bond, certified check, or other negotiable instrument as assurance that the bidder will execute contractual documents if awarded. No bidder may withdraw their bid within 120 days of opening. Work must begin within ten days of the written notice to proceed and be completed within 45 calendar days of the specified date in the notice. Bidders must comply with nondiscrimination and affirmative action requirements, including minority and female participation goals of 6.3% and 6.9% respectively for each trade. All federally required certifications and policies apply, including the Trade Restriction Certification, Buy American Preference, and Federal Fair Labor Standards Act. The successful bidder must enter into the agreement and provide a contract bond and proof of required insurance within 15 days after notification of acceptance. Wages are to be paid as predetermined by the U.S. Secretary of Labor included in the specifications and/or addenda. The Westmoreland County Airport Authority reserves the right to accept or reject any or all bids or waive informalities.
