Site work and paving for a road / highway in Greensburg, Pennsylvania. Completed plans call for site work for a road / highway.
Separate sealed proposals are requested for the milling and resurfacing of city streets in Greensburg, including South Washington Ave., Cleveland St., Grant St., Hamilton Ave., Madison Ave., and Southwest Ave. The work includes 13,095 square yards of milling (0 to 3 inches depth, various widths), 656 tons of Superpave Asphalt 9.5 mm, PG64-22, < 0.3 Million ESALs SRL-G as a leveling course, and 1,146 tons of Superpave Asphalt 9.5 mm, PG64-22, < 0.3 Million ESALs SRL-G. Liquidated damages are set at $870 per calendar day. The project is federally funded, requiring compliance with Davis-Bacon wage rates, federal requirements, and mandatory labor compliance. Efforts should be made to solicit proposals from Minority, Women, and Section 3 Business Enterprises for potential subcontracting. Proposals must comply with Westmoreland County's Section 3 Plan and federal regulations. Asphalt must be produced in the USA, with at least 55% of the manufactured product originating in the USA and otherwise complying with BABA. Proposals must be on city-furnished forms, accompanied by a certified check or bid bond for 10% of the bid. The successful bidder must provide a performance bond or certified check for 100% of the contract within 20 days of award. Bids are to remain firm for 90 days. The city reserves the right to reject any or all proposals.
