Sealed proposals are requested for the 2026 Community Development Project. The scope of work includes removal and disposal of brick/asphalt (1 lump sum), placement of 400 tons of 25mm Base Course, 200 tons of 19mm Binder Course, and 150 tons of 9.5mm Wearing Course. Proposals must be submitted on the furnished forms and accompanied by a Certified Check or Bid Bond totaling 10% of the bid, payable to the Municipality. The successful bidder must provide satisfactory Performance and Labor and Material Payment Bonds. The project is federally funded, requiring adherence to Davis-Bacon wage rates and all federal requirements. Labor compliance is mandatory. Bidders are encouraged to solicit proposals from Minority, Women, and Section 3 Business Enterprises for potential subcontracting. Compliance with Westmoreland County's Section 3 Plan, as outlined in the bid documents, is required where applicable. The Municipality reserves the right to reject any or all proposals and bids may not be withdrawn for 60 days after opening. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than five days prior to the date for opening ofBids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
