The Governor’s Traffic Safety Committee (GTSC) is issuing a Request for Application (RFA) to solicit applications from state agencies, local governments, and not-for-profit agencies for Federal Highway Safety grants. The goal of the program is to prevent motor vehicle crashes, save lives, and reduce the severity of injuries suffered in crashes on the state’s roadways. GTSC distributes these funds to state agencies, local governments and qualifying not-for-profit agencies through a grant award program for one-year periods, based on the availability of federal funding and the performance of the grantee. To qualify for funding, a highway safety problem must be documented and quantified using data; a solution that addresses the problem using proven countermeasures must be proposed; and a method for evaluating the results must be included in the application. Speed, impairment, and lack of seat belt use are identified as leading contributing factors in crashes, while pedestrians, bicyclists, and other non-vehicle roadway users are increasingly represented in roadway fatalities. Applications must be approved by the appropriate local Traffic Safety Board, and all not-for-profit organizations must be registered and pre-qualified in the New York State Statewide Financial System Vendor Portal/Grants Management in order to apply. Applications are to be submitted through the GTSC’s e-Grants system. Grantees are considered vendors and must comply with New York State vendor requirements, including filing a Vendor Responsibility questionnaire online via the New York State VendRep System. Award and non-award notifications will be issued to all applicants, and debriefings can be requested in writing. Protests to contract awards must be submitted in writing and must contain specific factual and/or legal allegations setting forth the basis for the challenge. CR#: 2133613
