Sealed bids are solicited for the construction of HVAC replacement at Treutlen County Elementary and Middle/High School, 7892 SR-29, Soperton, GA 30457. Bids must be submitted in person at the specified location and time. Bidding documents can be purchased or obtained electronically from designated sources. Acquisition through unauthorized sources is discouraged due to potential for incomplete or inaccurate information. A mandatory pre-bid meeting on the job site is required for eligibility to submit a bid, and all bidders must sign in. The contract, if awarded, will be on a lump sum basis. A bid bond, and performance and payment bonds (each equal to 100 percent of the contract sum) are required prior to contract execution. No bid may be withdrawn for thirty-five days after bid opening except as allowed by Georgia law. The Owner reserves complete discretion to waive technicalities or informalities, reject any/all bids, and to award the contract to the lowest responsive and responsible bidder. Criteria for responsibility include: absence of current ineligibility, debarment, or suspension from state or federal agencies; no recent contract terminations for cause or current defaults; evidence of adequate cash flow (Current Ratio = 1.0); demonstration of safety commitment (three-year average EMR = 1.2); evidence of successful completion of past projects; and consideration of estimated construction time. If all bids exceed the budget, the Owner may negotiate changes with the lowest responsive and responsible bidder to bring costs within budget, supplement the budget, or reject all bids.
