Statements of qualifications and proposals are requested from engineering firms with experience assisting local governments with preliminary reports, final design, and construction administration of federally assisted projects. Firms should be qualified to provide a Preliminary Engineering Report (PER), design, and construction administration services for projects using federal funds. Services may involve Community Development Block Grant (CDBG), Redevelopment Fund Projects (RDF), Georgia Environmental Finance Authority (GEFA) Projects, Employment Incentive Program (EIP), Economic Development Administrations (EDA) Projects, Appalachian Regional Commission (ARC) Projects, United States Department of Agriculture (USDA) Projects, or any other federally funded projects in compliance with 2 CFR 200 for procurement. The work may also include planning, administrative, and related services for state and federally funded projects, specifically for public infrastructure improvements such as water system improvements, sewer system improvements, road improvements, and drainage improvements. Responding firms should submit the following: 1) Firm history and resources 2) CDBG/EIP/RDF experience and other DCA grant program experience 3) Key personnel/qualifications 4) Current workload 5) Scope and level of service proposed 6) Experience with similar projects and references 7) Fees or percentages associated with the PER, design, and construction management if funded 8) Errors and omissions insurance 9) Statement of Qualifications form 10) Section 3 Certification form The method of Contractor Selection has not been Determined at this time.
