Site work for a water / sewer project in Carrboro, North Carolina. Completed plans call for site work for a water / sewer project.
The project is for the Galvanized Service Line Replacement Program. The work consists of furnishing all materials, labor, equipment, tools, and other necessary resources, unless otherwise specified, for the complete and operable installation involving the replacement of galvanized services on the private side of the service line, along with all related appurtenances as described in the specifications and shown on the drawings. The description provided is not to be considered a complete description of all required work. Bids will be received for a Unit Price General Construction Contract. Contractors and all subcontractors must have valid North Carolina General Contractor's Licenses for the type and value of the work to be performed. There is a minimum ten percent goal for participation by minority businesses in the total value of the work. Each bidder must be licensed under Chapter 87 of the North Carolina General Statutes. MBE (10%) Final Completion 300 consecutive calendar days LOCATION OF WORK A. The work of this Contract is located within the Orange Water and Sewer Authority (OWASA) service territory, which includes the towns of Chapel Hill, Carrboro and a neighborhood of Rangewood and Heritage Hills, North Carolina. The Work Area is defined as the area shown in the Map in Appendix A of the Project Manual. A list of addresses for galvanized service lines that require replacement is also included in Appendix A of the Project Manual and contains 100 property addresses to be completed by the contractor. Additional/alternate property addresses may be added to the list as needed, up to at least three months prior to the end of the contract. B. The Galvanized Service Line Replacement Program will target replacements of galvanized requiring replacement (GRR) service lines within the OWASA service territory, as included in Appendix A. Addresses may be added to and removed from the lists in Appendix A by the Engineer or Owner within the defined Work Area shown in Appendix A up to three (3) months prior to project duration for a total of approximately 92 service line replacements. Replacements will be for the private service only, typically from the water meter to the first fitting in the building using PEX or PVC pipe. Service lines that are two inches in diameter will be replaced using copper pipe. A limited number of these replacements will be at locations designated as "disadvantaged". These replacements should be prioritized in the project schedule. SCOPE OF WORK A. Furnish all labor, materials, equipment, and incidentals required to replace 92 GRR service lines, and construct the Galvanized Service Line Replacement Program in its entirety as specified herein and as shown in the details in Appendix B. B. Provide adequate workforce including service replacement crews, restoration crews, plumbers, and subcontractors as needed to execute the work within the Contract Duration. C. The Work includes, but is not necessarily limited to, the following: 1. Furnishing and installing new PEX or PVC service tubing for service lines up to 1.5 inches in diameter and copper for services two inches in diameter, tracer wire, ball valves, core drilling and adapters and fittings of the necessary size required to reinstate water service to the customer, and disposal of existing domestic GRR water service lines in accordance with all local, state, and federal requirements including boxes, valves, and adapters. Existing service lines shall be replaced with the new service lines in kind or of diameter closest (and rounded up) to the next incremental size of minimum 3/4-inch, up to a maximum of 2-inch diameter. All work required for GRR service line replacements, including but not limited to: a. Coordination with the Owner b. Coordination and scheduling of work on private property with Customer (which shall include property owners, residents, tenants, and businesses) including the completion of the Site Plan Consent Checklist c. Coordination with other contractors working on other projects within the Work Area d. Test pitting in the event that during replacement excavation at the meter or water main reveals the material is not galvanized and doesn't need replacement e. Pavement and concrete removal, including saw cutting, as required f. Excavation and backfilling g. Removal and proper legal disposal of galvanized service lines, concrete, asphalt, vegetation, excess soil, and other surplus waste and materials in accordance with all local, state, and federal requirements h. Dewatering and shoring, if needed i. Trenchless installation, and open-cut installation when needed j. Coordination with Owner in the event that a property has a barrier to completing the service line installation into the first connection within the building k. Leakage testing and flushing of new service lines in accordance with AWWA Standard C650 and C810, respectively l. Installation of a new ball valve between service line and existing premise plumbing during replacement. m. Replacing all Ford Yokes with new meter setters when encountered. n. Replacing, furnishing, and installing all required ball valves in a valve box within five feet of the exterior of the building or inside the crawlspace within three feet of the door, adapters, reducers, fittings, flare adapters, and appurtenances of the necessary size required and as required by North Carolina Plumbing Code. o. Temporary water service (as required) p. Photographic documentation of pre- and post-construction activities and interior and exterior conditions for each property. q. Documentation of contractor's work and photographs. r. All temporary surface restoration work in accordance with local municipality permit conditions. All Addenda will also be posted at least five (5) days before Bids are opened. Questions received less than five (5) days prior to the date for opening of Bids may not be answered.
