The City of Tea reserves the right to reject any or all bids, waive technicalities, and make award(s) as deemed to be in the best interest of Tea, SD. Bids may not be withdrawn after the time fixed for opening them. The OWNER reserves the right to reject any and all bids, and to waive any irregularities therein.
