The awarded contractor shall furnish a performance bond and a payment bond each in an amount equal to the contract price. The owner reserves the right to reject any and all bids, waive informalities in bidding, or accept the bid or bids which best serve the interests of the owner. No bid shall be withdrawn for a period of 60 days after the scheduled opening of the bids without the consent of the owner.
