Furnishing materials, equipment, and labor for the 2026 Crack Seal Phase I Project. Sealed bids must be received by the City Clerk at City Hall in Rock Springs, Wyoming, by 5:00 pm on Tuesday, April 21st, 2026. A certified check or bid bond in the sum of five percent (5%) of the bid amount must be submitted with the bid and will be forfeited as liquidated damages if the bidder is awarded the contract and fails to enter into a contract within ten (10) days after notification. Bids will be opened by the City Council at 7:00 pm on April 21st, 2026. The contract will be awarded to the lowest and most responsible bidder as determined by the City Council, subject to resident bidder preference if a resident’s bid is not more than five percent higher than the lowest non-resident bid. Contractors and all sub-contractors must register and comply with the System for Award Management (SAM) for contractor debarment and provide proof of non-debarment with bid submission. All bids must be marked on the exterior as follows: BID: 2026 Crack Seal Phase I Project, and include the contractor's name and address. The City Council reserves the right to reject any and all bids or waive any informality. No bidder is allowed to withdraw their bid for thirty (30) days or until the successful bidder enters into a contract.
