West Manchester Township is requesting bids for the Maintenance & Emergency Contract (Excavation), which involves emergency and maintenance work for the Township-owned utilities, including but not limited to existing sanitary sewer and storm sewer collection and conveyance systems, and repair of existing facilities, all upon issuance of Work Orders by the Township. Bids must be submitted online by the specified deadline. Bid security in the form of a Certified Check or Bid Bond in an amount not less than 10% must be provided with the bid. All questions regarding the Bidding Documents must be submitted via PennBid and telephone inquiries will not be accepted. Bidders must comply with all State antibid-rigging regulations, submit an executed non-collusion affidavit, and adhere to federal and state statutes regarding environmental pollution and natural resource preservation. Compliance with Pennsylvania's Public Works Employment Verification Act, requiring use of the Federal E-Verify system, and submission of a Public Works Employment Verification Form, is required. All bids are irrevocable for 60 days from bid opening. No discrimination is permitted in awarding the contract or during performance on the basis of gender, race, color, creed, sex, age, physical disability, or national origin. The Township reserves the right to waive defects or reject any or all bids in its best interest.
