The City requires street sweeping services for approximately 518 curb miles of City-owned and maintained streets, intersections, medians, parking lots, and protected bicycle lanes. The Contractor shall provide all labor, supervision, equipment, materials, tools, transportation, and incidentals necessary to perform the services in full compliance with the specifications, standards, and requirements provided. Services include residential and commercial street sweeping, emergency callout services, and specialized cleaning of narrow areas such as protected bike lanes. Sweeping is to be performed according to an established schedule coordinated with the City and in a manner that minimizes disruption to the public and City operations. The Contractor must also handle emergency response, provide detailed service records and reporting, comply with all applicable laws and regulations, and maintain specific insurance, licenses, and qualifications. All sweeping equipment must be compliant with applicable safety and environmental standards, must not be older than four years at the time of bid, and properly marked and maintained. The scope also includes protocols for re-sweeps, inclement weather operations, complaint response, and provisions for unscheduled, as-needed services. Pricing must be firm and fixed for the initial contract term, with no automatic annual increases or escalation clauses. The City reserves the right to add or remove streets from the service area and to reduce swept curb miles without penalty to the per-mile price. Proposals must be clear, concise, and not exceed fifteen pages, with one original and one copy submitted in a sealed envelope by the deadline. Proposers must attend a mandatory pre-submittal meeting.
