Sealed proposals are being requested for the Chester Pike Sewer CIPP Relining and Manhole Rehabilitation Project. Major quantities include 622 linear feet of 30-inch CIPP and 5 each of Manhole Rehabilitation. All bid documents, construction plans, and specifications are available online via the PennBid Program at no cost to prospective bidders. The successful bidder will be required to pay the PennBid Program a fee of 1/3 of 1% of the contract award value, with a minimum award fee of $150.00 and a maximum of $6,000.00. Bidders must confirm the fees associated with bidding through PennBid, and the successful bidder is responsible for these fees. Each bidder must submit with their bid security in the form of a certified check or bid bond in the amount of not less than 10% of the total bid made payable to the order of the Central Delaware County Authority. Attention is called to all requirements contained in the bid package, particularly to Federal Davis-Bacon Wage Rates, Non-discrimination and Sexual Harassment Clause, PA Steel Procurements Act, American Iron & Steel, BABA requirements, DBE requirements, various insurance requirements, various equal opportunity provisions, and the requirements for a payment bond and performance bond for 100% of the contract price and a one-year maintenance bond for 10% of the contract price. All contractors and subcontractors of any tier performing work under this contract must comply with the Authority's Policy for Responsible Contractors. Each bidder must submit a Contractor Responsibility Certification, and if applicable, a subcontractor list and Subcontractor Responsibility Certification with the bid. Failure to submit the documents may result in the bid being rejected. The Authority reserves the right to accept or reject any or all bids, or parts thereof, and to waive any informalities in the best interest of the Authority.
