The project involves the Centerville and Jefferson Street Reconstruction Project Nos. CD 25-03 & CD 25-08. Bids must be accompanied by a bid guaranty of not less than ten percent (10%) of the total amount of the bid, in an acceptable form as specified in the contract documents. SBE, MBE, WBE, and Section 3 businesses are encouraged to participate. Standard contract provisions of the U.S. Department of HUD Act of 1968, as amended, and the U.S. Department of Labor for CDBG apply, including Federal Prevailing Wage Rates, Civil Rights, EO 11246, EO 11625, Affirmative Action, Section 3 Requirements, Federal Public Works, and Section 504 of the Rehabilitation Act of 1973, along with all Standard Provisions of CDBG Programs. Contractors must ensure non-discrimination in employment and comply with Section 3, directing jobs and economic opportunities to low and very low-income persons, particularly HUD-assisted residents. Bidders must be able to initiate work within twenty (20) days of contract execution and complete the work within forty-five (45) consecutive calendar days of the Notice to Proceed. The Redevelopment Authority reserves the right to reject any or all bids or waive informalities. Bids may be held for up to forty-five (45) days for review and investigation of bidder qualifications before award.
