Bids are invited for the Monongahela Street Reconstruction Project No. CD 25-11. Each bid must be accompanied by a bid guaranty of no less than ten percent (10%) of the total bid amount, in a form permitted under the contract documents. SBE, MBE, WBE, and Section 3 businesses are encouraged to participate. All work is subject to federal requirements including the U.S. Department of HUD Act of 1968 as amended, U.S. Department of Labor for CDBG, Federal Prevailing Wage Rates, Civil Rights, EO 11246, EO 11625, Affirmative Action, Section 3 Requirements, Federal Public Works, and Section 504 of the Rehabilitation Act of 1973, along with all standard CDBG provisions. Contractors must not discriminate against employees or applicants based on race, age, color, religion, sex, national origin, or handicap. Section 3 provisions require that employment and economic opportunities be directed to low and very low-income persons, especially HUD housing assistance recipients. The Authority reserves the right to reject any or all bids or to waive informalities. Bids may be held for up to forty-five (45) days for review and qualification checks before awarding. Contractors must be able to start within twenty (20) days of contract execution and complete work within forty-five (45) consecutive calendar days of the Notice to Proceed. Contractors are requested to visit https://www.harshmanllc.com/bids.html to register to the plan holder list to be eligible to bid.
