Bids are invited for the Chartiers and Midway Street Reconstruction Projects Nos. CD 25-05 & CD 25-10. Bid documents are available electronically at no charge via download from the Harshman CE Group, LLC website under the bidding tab. A hard copy can be obtained for a non-refundable payment of $50.00 at Harshman CE Group, LLC, 2455 Park Avenue, Washington, PA. Only bid documents obtained from Harshman CE Group, LLC will be accepted. Each bid must include a bid guaranty of not less than ten percent (10%) of the total bid amount, in a form permitted under the contract documents. SBE, MBE, WBE and Section 3 businesses are encouraged to bid. The project is subject to all relevant federal contract provisions, including Federal Prevailing Wage Rates, Civil Rights laws, Executive Orders 11246 and 11625, Affirmative Action requirements, Section 3 Requirements, Section 504 of the Rehabilitation Act of 1973, and all other standard CDBG Program provisions. Contractors must ensure nondiscrimination in employment. Section 3 aims to ensure employment and other economic opportunities generated by HUD assistance are directed to low and very low-income persons, especially HUD housing assistance recipients. The Redevelopment Authority of the County of Washington reserves the right to reject any or all bids or to waive informalities. Bids may be held for up to forty-five (45) days for review. Contractors must be able to start work within twenty (20) days of contract execution and complete work within forty-five (45) consecutive calendar days from the Notice to Proceed. Every request for such an interpretation shall be made in writing to the Local Public Agency. Any inquiry received seven or more days prior to the date fixed for opening of Bids will be given consideration.
