The work to be completed is for the SCADA System Equipment Upgrade for the Water System. The City is soliciting proposals from qualified SCADA Integrators to provide ongoing and as-needed SCADA maintenance and advisory services, as well as to perform capital improvements on the City’s existing SCADA system. The project scope includes the City’s SCADA monitoring and control system at one office location, with Remote Telemetry Units (RTUs) at one booster pump station, two elevated tank sites, and one well house site. The selected Integrator will coordinate all SCADA system design, installation, and configuration with the City’s IT Department to ensure network security, proper firewall configuration, and secure remote access in line with industry cybersecurity best practices. The project is funded through the Georgia Environmental Finance Authority (GEFA), and all applicable State and Federal requirements apply. Respondents must review and adhere to all GEFA-related special conditions and supplemental requirements. Respondents must direct all communications regarding the solicitation to the designated Finance Department correspondent. Unauthorized contact with other City employees may result in disqualification. Oral communications are considered unofficial and non-binding. Respondents should only rely on written statements from the correspondent. The Owner reserves the right to reject any or all solicitations, including those that are nonconforming, nonresponsive, unbalanced, or conditional. The Owner may also reject any respondent if deemed not in the best interest of the project, due to factors such as lack of responsiveness, insufficient qualifications, doubtful financial ability, or failure to meet any established standard or criterion. Compliance with all applicable Federal, State, and Local laws is required.
