Architect-engineer professional services are required in accordance with Statement of Work AE 610-26-102 and will be procured using qualifications-based selection procedures. Services include providing professionally qualified personnel to perform the required work, demonstrating specialized experience and technical competence in projects of similar size and scope, and the capacity to accomplish the work within required timeframes. The effort emphasizes experience with energy conservation, pollution prevention, waste reduction, and the use of recovered materials, as well as proven performance on recent projects completed from 2021 to the present. Firms must also demonstrate experience performing construction period services, including professional field inspections, review of construction submittals, support for requests for information, and assistance with construction contract changes such as drafting statements of work and preparing cost estimates. The work further requires documented past performance on government and private sector contracts, addressing cost control, quality of work, and schedule compliance, supported by Past Performance Questionnaires and/or CPARS evaluations. Consideration will be given to firms knowledge of the project locality and regional experience, provided sufficient qualified firms remain under evaluation. The requirement also includes a commitment to supporting service-disabled veteran-owned small businesses, veteran-owned small businesses, and other small businesses through subcontracting approaches. All services shall be performed in accordance with the attached statement of work and applicable federal requirements, with submissions prepared using the SF 330 format as specified.
