Site work for a development in Sandstone, Minnesota. Completed plans call for site work for a development.

The work will be done under one prime contract that includes: General, Excavation, Remediation, Transportation, Disposal, and Site Restoration construction. The scope of work includes site mobilization and site preparation; project health and safety implementation and site air monitoring; soil, debris, and tar creosote excavation, loading, transportation, and disposal; water pumping, storage, treatment, and disposal as required; and backfilling, compaction, and restoration. This solicitation includes required insurance as recommended for the project's specifications and scope of work. Potential responders are highly encouraged to review Section 00 73 16 Insurance Requirements as well as AIA A201, Article 11 of the solicitation before submitting a response. This project has a 2% Targeted Group, Economically Disadvantaged, Veteran-Owned Small Businesses (TG ED VO) subcontracting goal. The responding company must have completed as a Prime Contractor, not as a Subcontractor, work for at least two contracts which have achieved Substantial Completion since January 1, 2019, for General Contracting Construction that involved hazardous soil and or debris excavation, transportation, and disposal, each with a construction value of $150,000 or greater. The Project Manager and Job Superintendent responsible for this project must each have had at least five years of experience with soil and or debris excavation, transportation, and disposal of similar scope and value to this project, with each contract having a construction value of $150,000 or greater. All responses must be submitted and received in the QuestCDN Plan Room via the online electronic bid service. The Section 00 41 73 Prime Contractor Response Form and all applicable attachments must be completed and uploaded before a bid can be posted. Responders must attend the pre-bid meeting prior to submitting a response. Responses received from responders that did not attend the pre-bid meeting will be rejected. All questions should be submitted no later than June 5, 2026 at 5:00 P.M. CT. The State is not obligated to answer questions submitted after the question due date and time. All questions should be submitted online The scope of work includes but is not limited to the following: - Obtain and comply with all permits necessary to complete the Work; - Development, implementation, and maintenance of Site HSP; - Development, implementation, and maintenance of all written plans describing the protocols and procedures for the Work; - Mobilization; - Site preparation including implementation of storm water BMPs, aggregate road base placement, movement or removal of all trees, brush, and stumps in the proposed remediation areas, and moving existing vehicles, tires, and other material to the extent necessary for access to the remediation areas. The material which does not require remediation will be moved to another location on the property(s) and will not be moved off the property(s); - Utility work including locating, clearance, and protection of all utilities; - Provide and maintain temporary facilities and controls; - Traffic and site security controls; - Protection of monitoring wells within and near the remediation areas; - Excavation of impacted soil, wood, debris, sandstone blocks, concrete, and other contaminated material, including possible residual creosote and tar: - Stockpiling, segregating, loading, packaging, transportation, and proper disposal of the contaminated material; - Possible pumping, treatment, and on-site discharge of treated water or proper off-site disposal of impacted water associated with groundwater and storm water encountered in and around the excavations; - On-site air monitoring: - Backfilling and compaction of the excavation area with soil determined to be re-usable as backfill from the remedial excavation extents or clean fill from an off-site source in accordance with required testing/documentation: - Restoration of the site, including re-establishment of ground surface topography and drainages: - Coordinate and provide transportation manifests and disposal documentation; -Demobilization; -Submittals and project closeout (project documentation, permits, certifications, manifests, etc.).
