Furnish all labor, materials, and equipment and perform all work necessary for T-Hangar Restoration at Northeast Alabama Regional Airport. Major items of work include upgrading electrical service to the T-Hangars and replacing all doors in three of the hangar buildings. Each proposal must be accompanied by a bid guaranty in the amount of five percent of the total amount of the bid, but not to exceed $50,000, by certified check or bid bond made payable to the City of Gadsden. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding; the Bidder shall show such evidence by clearly displaying the license number on the outside of the envelope in which the Proposal is delivered. A contractor must have a Building Construction license to bid as prime for this project. Award of contract is subject to requirements in the contract documents including, but not limited to, Federal provisions such as Buy American Preference, Title VI Assurances, Davis Bacon Requirements, Debarment and Suspension, Disadvantaged Business Enterprise, Foreign Trade Restrictions, Lobbying Federal Employees (for contracts over $100,000), Prohibition of Covered Unmanned Aircraft Systems (UAS), and Recovered Materials. The City of Gadsden reserves the right to reject any and all bids and to waive any informality or irregularity in the bids received.
