The project is for the Wilkes-Barre Housing Authority East End Towers and South View Manor Boiler Replacement. Bidders and sub-bidders may obtain contract documents from the office of the architects for a non-refundable fee. Prospective contractors are urged to visit the site to review the scope of work and construction documents. All bids must be accompanied by a certified check or Bid Bond in an amount not less than 10% of the bid. The successful bidder must execute the contract within ten days of the notice of award and provide required Performance and Payment Bonds and a Certificate of Insurance. The project requires adherence to Equal Employment Opportunity provisions and compliance with minimum salary and wage requirements as set forth in the contract documents. Contractors and subcontractors must adhere to Section 3 of the Housing and Urban Development Act of 1968, as amended. The successful bidder is responsible for obtaining and paying for all required construction licenses and permits and submitting copies to the architect before commencing work. Liquidated damages of $200 per consecutive calendar day will be assessed for failure to complete the work by the contract deadline. The contract time is 90 consecutive calendar days from the Notice to Proceed. No bid will be considered that fails to comply with the bid conditions and contract documents. The Wilkes-Barre Housing Authority reserves the right to accept or reject any or all bids and to waive any informality in the bidding process. Bids cannot be withdrawn for ninety days after the bid opening without consent.
